The University of Oklahoma implemented a Flat-Rate tuition program with the goal of increasing the four-year graduation rate by encouraging students to take 15 or more hours per semester. Students who graduate in four years also save their families thousands of dollars in tuition and mandatory fees over 15 hours, as well as housing expenses. OU charges full time undergraduate students at a "flat rate" for tuition and mandatory fees for any enrollment of 12 or greater hours for the fall/spring semesters. Flat-Rate charges do not include hourly academic excellence, college program and technology fees, or any course specific fees. These fees are charged at the hourly rate.
Students who are unable to register for at least 15 hours per semester have two options available. Students who enroll in 12-14 hours per semester will bank hours for summer or may register for Winter Session courses. Students may file an appeal if there are special circumstances which prevent them from taking a total of 30 hours for the academic year or banking for summer.
